State Board Releases Rules for Comment on Admissions of Students with Disabilities

The State Board of Education (SBE) voted unanimously to launch a rule-making process that will revise state rules affecting how charter schools and authorizers handle admissions of students with disabilities. The official draft of the proposed rules should be available for public comment soon. The SBE plans to act on the proposed changes in February. The rules clarify that charter schools must not inquire about a students’ disability status prior to enrollment. The revisions are in response to the recent set of investigations by the U.S. Department of Education’s Office for Civil Rights (OCR). A second set of rule revisions will be discussed by the SBE this winter that will address current rules regarding Colorado’s Exceptional Children’s Education Act (ECEA). The second set of revisions will address how districts and charters are expected to make decisions about the location of services for students that require services that may be provided elsewhere. According to Disability Law Colorado, which filed the complaints leading to the investigations, to date OCR has launched 34 investigations, 24 of which have been resolved

CACSA Bootcamp Continues in December 1, 8, and 15

The CACSA bootcamp continues to meet weekly in December. The next meeting is on December 1, from 12:00 pm to 2:00 pm, with sessions on annual reports, site visits, and renewals.
